Tokyo–Hokkaido Public University Partnership Launched Tokyo Metropolitan University and Asahikawa City University Sign a Memorandum of Understanding ―Promoting Collaborative Initiatives to Address Social Challenges and Create New Value―

  Tokyo Metropolitan University and Asahikawa City University signed a Memorandum of Understanding (MOU) on July 8, 2026.
  This MOU aims to foster talent capable of addressing social challenges and creating new value through mutual cooperation, while enhancing the quality of education and improving operational efficiency.
  Under this partnership, the Faculty of Global Innovation and Development of Tokyo Metropolitan University, scheduled to open in April 2028, will collaborate with the Faculty of Economics and other faculties, as well as the newly established Faculty of Regional Creation, which opened in April 2026, at Asahikawa City University.
  Through joint educational and research initiatives that leverage the distinctive characteristics of their respective regions, and through collaboration among faculty and staff, students at both institutions will deepen their interdisciplinary and practice-oriented learning.
  Furthermore, through a reciprocal student exchange programs(Domestic Exchange), both universities will foster talent capable of contributing to both regional communities and global society.

〇Faculty of Global Innovation and Development:GLIDe
■  Planned opening date: April 2028
■  Admission capacity: 75 students
(approx. 50 students admitted after completing an educational program in Japan and 25 students admitted after completing an educational program overseas)
■  Location: Minami-Osawa Campus, TMU (1-1,Minami-Osawa, Hachioji-shi, Tokyo)
■  Features: Offers a new form of learning that organically connects the five specialized fields of Regional Society, International Politics, Development Economics, Urban Science, and Ecological Conservation through multiple lenses across the humanities and sciences. All classes are conducted in English, with the aim of cultivating individuals who can play an active role on the global stage.

〇Faculty of Economics, Asahikawa City University 
■  Established: April 1968 (by the former corporation)
■  Annual Admission Quota : 100 students
■  Location: Asahikawa City University (1-9 Nagayama 3-jo 23-chome, Asahikawa, Hokkaido )
■  Features: Develops the ability to analyze corporate activities and social trends from the perspectives of economics, business administration, and accounting, and to identify and solve issues.
With a “glocal” perspective (local + global), the faculty aims to cultivate individuals who can respond flexibly to social changes and contribute to the development of regional communities and businesses.

〇Faculty of Regional Creation, Asahikawa City University
■  Established: April 2026
■  Annual Admission Quota : 100 students
■  Location: Asahikawa City University (1-9 Nagayama 3-jo 23-chome, Asahikawa, Hokkaido )
■  Features: Offers practical learning centered on regional issues through project-based learning (PBL) and data science.
Through collaboration with local residents, industry, and government, the faculty aims to cultivate individuals who can create new value and shape the future of local communities.
